SOP CHANGES SUMMARY - FEBRUARY 2018 General Comments: As part of the update process 2018 NAVADMINs (thru 058/18) PPIBs (thru 18-04), MPAs (thru 08-18), and other Pay-Pers community feedback/updates were reviewed to identify additional reference requirements and procedural changes/work arounds required for the existing SOPs. Changes/updates with the most significant impact to the SOPs include: a. MPA 08-18 New Defense MILPAY Office (Web DMO) and Web Master Military Pay Account (Web MMPA) Request Procedures for Navy Personnel Requiring Access to Web DMO/MMPA. The purpose of this message is to announce new Web DMO and Web MMPA access request procedures for Navy personnel. Effective 01 Apr 2018, Navy personnel who require the establishment of a new or the renewal of a Web DMO or Web MMPA account, must submit the request using the Account Management and Provisioning System (AMPS). All existing Web DMO/Web MMPA users must comply with the submission of an AMPS request or their access will be deleted. The DD Form 2875 will no longer be accepted by DFAS-IN or DFAS-CL for Web DMO and Web MMPA access requests. Refer to MPA 08-18 for specific details. b. PPIB 18-04 SOP Changes Summary - January 2018. Update to SOP Flash issue reported: In early February some pages within the MPTE Portal that were using "FLASH" (.swf) related code in their pages/webparts began experiencing errors or blank pages. It was discovered that both Department of Defense (DOD) Enterprise Portal Service (DEPS) and NMCI pushed to remove "2017-12 Security Update for Adobe Flash Player for Windows (KB4053577)” due to an identified security issue, which fails to support transport layer security (TLS) 1.2 connections in IE11 after the security update is applied to users' workstations, along with other patches to the server to prevent security issues. Because of this push, many application sites that run/host FLASH PLAYER solutions will not function for users inside of the NIPRNet and SIPRNet (and all NMCI workstations) including DCS and other services that require Flash Player instances. DISA hosts many DOD solutions that use FLASH, and they have reached out to Adobe to request a resolution. This issue is larger than the iNavy environment and DISA/Adobe are looking to find a temporary resolution before a more sustainable/industry standard approach (since FLASH will soon be deprecated) can be implemented. NAVADMIN 047/18 Announcement of the Targeted Reentry Program announced the development of one of the Sailor 2025 initiatives titled Targeted Reentry Program (TRP) which is designed to streamline the process to bring back highly talented Sailors. TRP empowers Commanding Officers (CO) to identify Active Component (AC) and Full Time Support (FTS) officer and enlisted personnel who have elected to leave active duty (AD) service and do not desire to affiliate with the Ready Reserve and recommend them to be awarded a Golden or Silver Ticket. TRP is designed to benefit both the Sailor and the Navy by allowing continued service of well-trained leaders who possess valuable and needed skills. Golden Ticket recipients are guaranteed return to AD (AC/FTS) within 1 year of release, as long as they remain otherwise fully qualified. Silver Ticket recipients are provided the opportunity to return to AD within 2 years of release, subject to the needs of the Navy, provided they remain otherwise fully qualified. Golden Tickets not used within the first year become Silver Tickets for the second year. If not used within 2 years of release from AD, Silver Tickets expire. The Separation SOP was updated to add NAVADMIN 047/18. NAVADMIN 042/18 Changes to First-Term Assignment Policy and Incentive Programs for Forward Deployed Naval Force (FDNF) Enlisted Sailors Stationed on Sea Duty in Japan, Guam, and Spain announced changes to Navy’s policy for first-term assignment and expanded incentive programs for the subject FDNF enlisted Sailors. Effective immediately, E-3 and below first-term Sailors will now be authorized accompanied orders to overseas locations where dependents are authorized. The below three references will be updated to reflect this change in the near future. - MILPERSMAN 1306-126, FIRST-TIME PERSONNEL ASSIGNMENT POLICY - MILPERSMAN 1300-302, SUITABILITY AND SELECTION FOR OVERSEAS SERVICE - MILPERSMAN 1300-308, TOUR LENGTHS AND TYPES. The Transfer SOP was updated to add NAVADMIN 042/18 and remove the prior prohibition regarding E-3 and below assignment overseas. NAVADMIN 032/18 Selective Reenlistment Bonus (SRB) Update February 2018. This NAVADMIN announced revised SRB award levels and reenlistment policy for AC and FTS. This NAVADMIN expanded the SRB program by adding 39 skills in 24 ratings that have not received SRB in recent years, and also expanded the eligibility window to reenlist for SRB from 90 days to 180 days before a Sailors End of Active Obligated Service (EAOS) within the same fiscal year. It superseded NAVADMIN 311/17, SRB Update Dec 2017. The Extension and Reenlistment SOPs have been updated to reflect the latest SRB NAVADMIN. f. PPIB 18-03 Military Permanent Change of Station (MILPCS) Travel Voucher (Receipt, Transfer and Travel Advance/Travel Claim Settlement SOP impacts): The purpose of this message is to reiterate audit findings that were previously identified as well as to communicate persisting audit issues and required remediation. The guidance that is reiterated in PPIB 18-03 can be found in the following references: - NAVADMIN 101/16 MILPCS Travel Voucher Due Within 5 Working Days. - PPIB 16-09 Addressed Issues Discovered During the FY15 Navy Audit Related to Travel Claim Submission and Approval. - PPIB 17-01 Addressed Travel Voucher Approval Issues and Process Improvements Related to Approving Officials. - DOD FMR Volume 9 Chapter 8 (Jan 2016) Policy on the Processing of Travel Claims. - DOD FMR Volume 5 Chpater 5 Certifying Officers, Departmental Accountable Officials, and Reviewing Officials. The Transfer and Travel Advance SOPs already include process steps to counsel transferring Service Member regarding 5 working day criteria for travel claim submission. Also included in the SOP steps is a caution to obtain proper endorsement of the orders, to include each intermediate and/or temporary duty station, as required by MILPERSMAN 1320-310 Permanent Change of Station (PCS) Transfer Order Endorsements (e.g., date, time, and place of reporting). The Receipt and Travel Claim Settlement SOPs were updated to include PPIB 18-03. The respective SOPs already have multiple Control Points within SOP steps and SOP Best Practices emphasizing the requirements of the above cited references. Additionally, targeted training emphasizes the above requirements as well. g. NAVADMIN 058/18 Special Duty Assignment Pay (SDAP) March. This NAVADMIN announces a revision to the SDAP level for surface rescue swimmers. Reference has been added to the SDAP SOP. Refer to NAVADMIN 058/18 for details. h. Blended Retirement System (BRS) Opt-In Eligibility Criteria Checklist for Success. Navy continues to remind eligible Service Members regarding opt-in eligibility criteria for BRS during calendar year 2018.
